Majority to Minority Transfers

The student assignment plan is an integral part of the District’s plan of desegregation. It is essential for the orderly operation of the District and the fair, equitable treatment of all students, faculty, and patrons of the District that the plan be administered uniformly and accurately. To assure clear, understandable procedures and rules for majority to minority transfers, the following provisions will be applicable:

    1. For purposes of this policy, students are considered either minority students (Black or Hispanic) or minority students (all others). Based on the enrollment, individual schools may also be classified as minority schools if a majority of students are Black and/or Hispanic. Determination of a building’s ethnic population will be reflected by the building enrollment on the last day of the semester preceding the school year for which transfers are sought.

    2. Minority students may request transfers from minority schools (Black or Hispanic) based on the above definition to majority schools (all others). All other students may request transfers from majority schools (all others) to minority schools (Black and/or Hispanic).

    3. The District reserves the right to assign a student who requests a majority to minority transfer to the most appropriate school as determined by the administration.

    4. Transportation will be provided for students transferred under this policy who live two miles or more from the school to which they transfer.

    Students wishing a transfer for the following school year should submit a written request to the office of Student Services by March 1.
